Please explain your issue is in as much detail as possible.
All gaia worlds have access to building the final stage gaia seeder without having the idyllic bloom civic, this is because of the potential clause being changed, it doesnt specify anywhere that it needs the civic.

Steps to reproduce the issue.
Easiest way is to load up a life seeded origin without idyllic bloom, and look in buildings.

Damn, i was in the middle of writing the fix when i got this, thanks for the speed! I actually had this bug when i made my mod for bloom so weirdly had the code to fix it ready. Including the code within the ####'s fixes it entirely. Cheers Troyen!
