Please explain your issue is in as much detail as possible.
The councilor for the civil education civic, head of education, states it is available for scientists and officials. When I assign a leader I am only given the option to hire scientists. All mods are disabled.

Steps to reproduce the issue.
Create an empire with civil education civic, expand council, attempt to hire official.
