Please explain your issue is in as much detail as possible.
When playing a Hive empire, reforming government to obtain the Genesis Symbiotes civic causes Colony Ships to be replaced with nothing at all, making further colonization impossible.

Steps to reproduce the issue.
1) Create a Hive empire without the Genesis Symbiotes civic
2) Fiddle around for 20 years until reform comes off cooldown
3) Reform government to add Genesis Symbiotes
4) Despair as shipyards can no longer produce either Colony Ships or Genesis Arks.

The reverse also seems to be true. Reforming out of genesis symbiotes also disables colony ships. [Pheonix 4.0.10][10cb]

Work around, make a colony ship/genesis ark before you reform out, then after reforming, colonise a planet.
