Hyperlane Registrar Requirements broken

Please explain your issue is in as much detail as possible.
The technology "Interstellar Economics" claims to unlock "Hyperlane Registrar". However I usually already have the building around before I get the technology.
Also I currently can not find the Building anywhere in the Starbase Building file, indcating it is coded somewhere else.
Steps to reproduce the issue.
1. Load up savegame
2. Note that the tech for it is avalible
3. Note that the "Tizhnig Station" already has the building and that all others can build it
4. Try to find it in the "00_starbase_modules.txt" and notice it's absence
