Please explain your issue is in as much detail as possible.
Look at system of Pennosta (and another system above it).
It looks partially surveyed.
In fact, it was surveyed many times.
These systems are part of the Ketling event chain;
at some point (when Ketlings emerged?) the unclaimed systems became unsurveyed,
and no amount of surveying seems to change that.
(Ketling event has already been finished)
Steps to reproduce the issue.
Load the game and try
