Please explain your issue is in as much detail as possible.
I had the chain of events which led me to the kettling civilisation. The worlds "Silent colonies" cannot be surveyed and the survey ships keep trying to survey them going in an endless loop.
Save file attached. Issue on systems Impan and Vurul

Oh yeah, I had this one too. It was a while before I noticed. Eventually the Ketlings will take control of the system and then you can just conquer them, but yeah I got stuck with that for a while.
