Stellaris launching the game failed

Hello I am having a problem where my Stellaris fails to launch and gives me the error launching the game has failed
I have tried most of the fixes such as
clean reinstall
updating drivers
deleting the documents folder and verifying
letting it pass firewall
launching it in windows mode
redownloading Visual C++
launching in admin mode
and launching straight from .exe

all of these to no avail. I have played Stellaris before and got one successful launch with this problem and nothing bad happened during gameplay so only a launch issue.

Seen mods ask for these, settings.txt andexceptions.log are not there and error.log is empty

Then redo nVidia:
- uninstall their driver and all other nVidia software
- reboot
- install May 2022 https://support.microsoft.com/en-au...er-tool-to-repair-missing-or-corrupted-system
- reboot again
