I was playing a multiplayer game with some friends and noticed that my Machine Intelligence Tributary didn't clear the Malfunctioning Replicator Bay Blocker on their homeworld after +156 years have passed. This means I potentially lost out on tribute.
Clearing the Blocker would cost them 600 Minerals, give them access to +1 Max District and +1 Replicator Job.
I used the Observer mode to take a look at said AI Country (VLX-1812 Awareness), and in the current year of 2356.01.16 said Machine Intelligence AI has +24K minerals with a +368 Mineral Income, so they have more than enough ressources to clear the blocker, but they just don't do it.
*Speculation: This may also be an issue with other origins and their blockers.

Steps to reproduce the issue.
1. Watch Machine Intelligence AI with Resource Consolidationn Origin play the game
2. Watch it not clear the Malfunctioning Replicator Bay Blocker on its homeworld in +156 years of play
3. Despair after doing some rough estimates on the loss of resources and pop growth from this inaction
