Low resolution for some icons (old bug 3.1.1.), Russian version.

Please explain your issue is in as much detail as possible.
Some icons still have really poor quality, for now, it is civics - Catalytic Processing and Anglers. Some were fixed from 3.1/1. version.

Fixed. By adjusting graphic settings, it seems that this issue only occurs on low graphic quality, changing it to medium or high - fixes this problem.

Also, that fixed some blur on some portraits.
