Mercenary eclave bug I am plaing with my friend and he cant hire my fleats

Please explain your issue is in as much detail as possible.
I am plaing with my friend campain where my civilization is very much based on mercenaries. And true out entire game when he cliks on my eclaves it show that there is fleet to hire but buton show "nic do zaoferowania" it translates to "nothink to ofer" .

I spend last hour looking for posible explenation in game wiki so if its not a bug i would be very and there is mechanik like "over lord can hire mercs form his bulwark" then please tell me about it cos i could not find it.

The fleets are ready they are not beeing reinforced and we w8ed a lot of time i see the fleets beeing there and i can hire them but my friend can it very much breaks ouer campain.

Steps to reproduce the issue.
I am plaing Natfank Intersolar Army
My friend Quentian Corporation

To triger bug u need to play as Quentian Corporation press buton on enclave with fleet.
Curently in save i send it in system named Plov but there might be other fleets with same problem..
To get bug first clik on enclave then on we wish to rent a fleet.
Then where there should be disripion its a deal there is a grey buton and its writen "nic do zaoferowania" it translates to "nothink to ofer" .
i can hire this fleet without problem. But my friend cant

Hello,

I was checking your save and with using command to take control at your empire, your friend and also NPC empires.
While i was giving him a control at your system Mang where was one of your enclaves, he had option to rent a fleets or even if i did give that system to any NPC, he had option to hire fleets from any NPC player from that system only.

1. It is secure code of enclaves. Your enemy or anybody will not hire fleets from your enclaves IF THEY ARE AT SYSTEM UNDER YOUR CONTROL CAUSE YOU DID CREATE THEM THERE And you are their " PATRON "
2. Sound stupid, but it is good in the same time cause imagine you did declare a war and your enemy did rent fleets from your CAPITAL system. in the middle of your empire... you could be f***ed also you can't rent from NPC if he didn'y lose control at that system.
3. He can rent only fleets from you or NPC player if he will take a control at that system where is enclave you you give him as trade. ALSO NPC player can do that.
4. Only KHAN middlegame crissis can hire from your or NPC empire enclaves, as they are pirates and they don't care about (you are a patron of that enclaves)

5.BUT when i gave him control under your system Mang, and just swap to play your empire. your ex-enclave was starting attacking him. Because your friend choose a path to be a crissis Nemesis. And naturally all enclaves should be HOSTILE to him and all NPC later. cause he is pretendent to be a crissis to the galaxy. (That is a bug probably because after few months npc of your friend was renting fleets from that enclaves once again)

If there will be any problem with understand my explaining just ask me, i can write that in our Polish language.

I didnt even knew he picked become the crisis before i posted this post my friend is new and he did not knew what he was doing its probobly it. He didnt realy progress it he just piced it randomly. But i think its a bug any way if i am his vasal and have enclaves he probobly should be able to hire them. Maby its mix of khan and this. Dont know.

The proces of testing is actualy very interesting and i thank you very much for your time and fast response.

(interesting info form campain we continued to play campian and at some point we decided to kill falenempire after that was he checed if he can hire mercs and he could i can bet that killing fallen empire probobly had nothink to do with it but its the info that bug fixes it self at some point if any dev decied to take a look at it,(maby its a khan at a point of me killing fallen empire khan is alredy dead if it healps fixing it can send the curent save ))

I had this exact bug today. Nobody else hired my fleets. It was a multiplayer game and it was going to be the first time I hired my own fleets and when I wanted to do that I had the exact same screen like you. Just greyed out with no explanation.
