Oligarchy, Existing Ruler is Not a Candidate [3.1.1] [22a5]

Please explain your issue is in as much detail as possible.
Whenever an election happens in an oligarchy, you get 4 candidates to select from---you can spend a bit of influence and select who you want to be for candidate, of course.
Previously, your existing ruler was ALWAYS available as a candidate, and the other 3 candidates were randomized. This isn't happening, however, and it's just 4 random candidates every single time.
This makes it especially difficult and frustrating to keep in a good ruler.
Steps to reproduce the issue.
1. Make an Oligarchy
2. Wait until elections or trigger emergency elections
3. Take note that the candidates are random, and your existing ruler is not guaranteed to be in the pool
