Please explain your issue is in as much detail as possible.
As shown in the screenshot attached, when playing as a Devouring Swarm species from other Devouring Swarms are marked as Full Citizenship are are unable to be set to be purged. The tooltip identifes them incorrectly as "We are one. We will always have full citizenship" despite not being the player species.

One hive mind should have no trouble eating species from another hive mind

Steps to reproduce the issue.
1. Play as a devouring swarm
2. Conquor a planet from another devouring swarm
