Please explain your issue is in as much detail as possible.
Penal colonies aren't working. The warden jobs appear as separate jobs in the economy tab rather than stacking like normal jobs and they aren't working all of them either. Also the districts and penal jobs are not appearing, it's just regular metallurgist and artisans.
Steps to reproduce the issue.
Make a penal colony and you will see the issue instantly, I've tried on several separate runs. They appear to only be working the warden jobs that are generated based on total pops and not the capital building or the other way around so add pops.
