empire xenophobe necrophagist genocide of aliens pops does not create my own population, they just disappear in one month

Steps to reproduce the issue.
1) Ethics - Fanatic Xenophobe / Xenophobe
2) Origin - Necrophage
3) set Species rights - Purge type - Necrophage
4) see how they just disappear

rn invaded started pre FTL from necro origin and they just wanished and planet instanly decolonized
