Pop Ethics attraction appears to be broken (Hard Reset)

Please explain your issue is in as much detail as possible.
16 years in, at over 75% Spiritualist Ethics attraction the whole time, and they're still the smallest faction. I don't know if playing the Hard Reset origin is causing the problem, but it's making it effectively impossible to sway the Embodied Identity situation.
Steps to reproduce the issue.
Play Hard Reset with Militarist, Authoritarian, and Spiritualist Governing Ethics, support the Spiritualist faction when it appears. Watch as the game reenacts Dwarf Fortress on you.
