Pop happiness has broken, no longer changing with faction's approval, frozen at current value for > 1 in-game year, approval tanked

Please explain your issue is in as much detail as possible.
Noted low overall stability on capital. Check Pop tab, and very low Approval across the board from all pop tiers.
Checked Factions. Approval is moderate to very high across the board. 2-3 most populated factions are all very high approval.
Checked Pops tab, status of individual pops. Pop shows membership in faction with high approval but personal Happiness is absolutely tanked. Reason stated on panel is "low faction approval."
Verified this across multiple pops of different species and factions - all the same. They are somehow completely disconnected from the factions their info panel says they're a member of - let game run on Fast for 6 in-game months while watching pops, opening and closing panel to make sure it was refreshed on every monthly update: no change. Happiness value, and derived Approval value, did not change one single point in either direction across entire six months.
Made some policy changes that brought the most important faction to 99% approval. Again let game run on Fast for 6 months while watching pops in this faction. No change. Faction list says the faction 99% likes me; pop list says members are 21% unhappy as hell. Planet stability tanking.
Screenshot shows conflicting numbers next to each other. Game save from right after above steps were taken / approx. 1 year of in-game time with pops never adjusting to match their factions.
Steps to reproduce the issue.
