Please explain your issue is in as much detail as possible.
The psionic archive still lists +5 ruler level cap as a bonus, despite this no longer being relevant.

Steps to reproduce the issue.
Obtain psionic archive.

Good news: this is only a tooltip error, the effect has been replaced with a +30% Councilor Experience Gain bonus.
But yeah, a fix is needed anyway.
