Queueing orders allows science ships to pathfind into unexplored space. Seen in Stefan Anon's stream here:

Steps to reproduce the issue.
With a science ship, order a survey/explore order. Then, holding shift to queue the action, you can click explore on any star in the galaxy, and see how your science ship gets there.
