Description
Reanimated organics are stuck in fleets with the attacker who destroyed them

Game Version
Orion v3.6.1 (a6c5)

What version do you use?
Steam

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.

Steps to reproduce the issue.
As title.

Attacking any organics if you have the Reanimators civic results in a fleet of reanimated amoebas attaching themselves to things- in one case, the whole population of Amor Alveo to Hrozgar, which cannot be detached in any way excepting by disbanding them. Individually, because there is no shift-clicking to select them in a group and doing it in one go. That's thirty thousand fleet power I'm never getting back, not to mention my primary fighting force being out-of-position for several years, just to prevent his mobility being hobbled...

Two points here:

One, they should spawn in an independent fleet, in every case, always, to prevent this type of nonsense.

Two, please stop making these "event ships" have restrictions on fleet attachment and detachment, it's not doing any good and it's actively doing harm.

Point two being considered, a basic cost-benefit analysis suggests removing this dodgy mechanic is advisable. I'm glad I decided to test this build out, it's not just broken in the way the playerbase suggests, it's broken in the sense that the mechanics surrounding it need some serious looking into. Just stop doing this. Now and forever for all cases. It does make them special. It does make the memorable- because it makes them broken trash suitable only for trophies in the capitol system. Why? What good is it doing..? *Frustrated sigh...*

To replicate: Have reanimator civic, kill any organic. You can do it in a couple minutes flat, you don't need a save from me. But, here it is nonetheless...
