Please explain your issue is in as much detail as possible.
So first of all since I say "yes" regarding the mods...
I use a mod for thinner borderlines and a mod for outliner. That's it. Nothing more. I tried it without mods as well - simply disabled them and loaded the same game - and it's still there.

And I have absolutely no idea if this was already reported by the way or even if this is the right section, since it is not really a "bug" (for me at least) in the sense of the game breaks...

So I wanted to have the "Hyperlane Registrar", cause Trade Hubs. To my surprise it was listed under the "Interstellar Economics"-Tech (see pic 1). I did not get the registrar though. I first thought "oh well, bugged game, let's just continue". Until I found the "Hyperlane Breach Points"-Tech, where I know it from. and that one shall unlock the "Transit Hub"? (see pic 2)
Anyway, after unlocking the Hyperlane one, I got the Registrar. Which kinda makes sense and I was already confused if this was changed. In addition it is correct in the wiki...
So yeah, I assume that some variable is set wrongly there.

(and for those wondering: yes, I play with 5x tech cost xD)

Tool tip is correct, techtree is not.
You get both "Hyperlane Registrars" and "Transit Hub" from "Hyperlane Breach Points".
