Please explain your issue is in as much detail as possible.
The empire is as follows: Ethic: Gestalt Consciousness. Origin: Wilderness. Civics: Familiar Face, & Bodysnatcher.
I tried to resettle some pops off of a newly captured tomb world and it thought i was abandoning the colony while relocating 1 pop out of 26

Steps to reproduce the issue.
Attempt to resettle a pop(it will cost 200 influence)

Same issue, wilderness empire, resettling from a planet captured in war can easily cost 1000 influence:

I have this same issue but I started as a non-gestalt

Also sharing this problem with the Wilderness origin. Even if you turn off all the jobs, each strata will leave 1 pop left, and said pop costs 200 influence to resettle. With three stratas, that's 600 influence you need to abandon a single world, which just kills the Devouring Wilderness civic since you'll be stuck with a ton of non-beneficial stolen planets that drive up your Empire Size to crazy degrees.
