Please explain your issue is in as much detail as possible.
Rise to the Occasion tradition from Enmity tree doesn't provide leader caps. Only UI mods installed, the bug persists without them.

Steps to reproduce the issue.
Pick Rise to the Occasion tradition and get 3+ rivals. Check leader cap.

It actually does provide it if you have 3 rivals, if you pop 4th rival it bugs out
