Rogue Servitors can't benefit from one of the modularity traditions

Please explain your issue is in as much detail as possible.
Modularity traditions contain a tradition that gives a buff to coordinators. However, Rogue servitors cannot access coordinators so they don't benefit from this tradition at all

Steps to reproduce the issue.
1. Play Rogue Servitors
2. Take Modularity Traditions
