Ruler names all missing in empire creation

Please explain your issue is in as much detail as possible.
This issue doesn't seem to affect custom empires after I rebooted the game, but the default empires still have missing ruler names.
Steps to reproduce the issue.
Go into empire creation and mouse over the ruler portrait. If you go into edit empire you will also see the names are missing.
