Scion origin has problems with commercial and research agreements.

Please explain your issue is in as much detail as possible.
Empires with the Scion origin can form commercial and research pacts with other empires, but cannot break them afterwards.
Once a commercial or research pact is established, the option to break them off in the diplomacy screen becomes "grayed" out; hovering your mouse cursor over the option (to break off a commercial/research agreement) will give you a pop-up notification of "Actor must be independent".
On the flip side, other empires cannot form commercial or research pacts with empires that have the Scion origin. The option(s) in the diplomacy screen is grayed out, with the pop-up notification "Actor must be independent" appearing when placing your cursor over the option(s).
This issue happens both with mods enabled and disabled.
Steps to reproduce the issue.
Just play Stellaris as an empire with the Scion origin. Establish a commercial and/or research pact with another empire, then try to break it.
