No

Please explain your issue is in as much detail as possible.
When I got access to the cybrex homeworld it was on the border of my space, so to ensure I got a head start I jumped one of my science ships into the system (normal jump drive, not the Experimental type) and from what I've concluded since I didn't get the 'You've found the cybrex homeworld' event fire, as 60 years later, I still haven't had access to the "Secrets of the Cybrex" event nor can I use any artefacts to start it. I also got the even quite late, so I think I already had Mega Engineering by that point as well.

I don't know if it was because I jumped a ship in, instead of navigating to it normally that caused it, but its the only thing I can think of.

Steps to reproduce the issue.
There are no sure fire steps as the location of the homeworld is random, but I've attached the save game, if it helps.
