Starbase Cost not being reduced by anything when using Sovereign Guardianship Civic

Please explain your issue is in as much detail as possible.
Title explains all.
Unyielding tradition perk: Fortress Doctrine says "Starbase Upgrade Cost -50%" But it doesnt actually reduce the cost at all, also people appointed to council who have reduction in starbase upgrade cost also do not work. From my playtesting, absolutely nothing works to reduce the cost.
Steps to reproduce the issue.
Just start the game with the civic Sovereign Guardianship. No offence but how the hell did this get past QA? This toke 5 minutes into patch day for me to find and still days later not fixed.
