Starbase modules do not increase hull and armor points as advertised

Please explain your issue is in as much detail as possible.
Starbase modules such as the Hangar Bay, Gun Battery, and Missile Battery show in the tooltip "+10% Hull Points" and "+10% Armor Points". However, stations with or without these modules have the same number of hull and armor points, and these modifiers are not being applied.
Steps to reproduce the issue.
Create a new game. Replace one of the starting Starbase modules with a Missile Battery. Note that the hull and armor points do not change. See screenshots, "bug1" showing the default modules (Shipyard and Trade Hub) and the "bug2" showing a Gun Battery and Missile Battery.
