Please explain your issue is in as much detail as possible.
While conquering planets I got the consumer goods deficit warning. The ui at the top of the screen shows a -6 from jobs. An examination of all worlds show no usage on any worlds. Additionally all consumer goods related mechanics are enabled. I can build civilian industries and choose factory world designations.

Steps to reproduce the issue.
In the attached save the war with the Maloqui United States that caused this is still ongoing.

Did you crack any worlds, experience the 42 year time bomb event which blew up a primitive world, or clear out the Dessanu L-Cluster recently?

No known cracked worlds, haven't seen that nanite event this campaign, and L-Cluster is closed. The phantom job upkeep started when I started taking worlds in the active total war in the save file. Two of the worlds are FE holy worlds, but I do not remember any wars over them.
