Stellaris 4.0.5 Leader Trait Bug with Additional Starting Traits

Please explain your issue is in as much detail as possible.
If you open either of the traditions that grant +1 additional leader starting trait [from Aptitude, or from Purity] your starting cadre of leaders will not get their level up trait, and the same thing will happen if you hire a leader at say level 2 if you have +1 start traits, or level 3 with +2 starting traits.

Example shown below in this screen shot. I currently have +2 leader traits so once I get my level ups this leader should have 5 positive leader traits total however after hiring you can see because they have +2 starting traits the game treats it as if I'd selected traits for level 2, and for level 3 effectively denying me 2 leader level ups, making the starting trait traditions basically useless when combined with any marginal levels of +leader starting level.


I imagine that the changes to the 4.0.0 leader system are what broke this as prior to 4.0.0 this worked totally normally, and fine.

Steps to reproduce the issue.
To reproduce this issue all you need to do is select one of the given traits, and it will cause this to happen to your game file.

I am assuming the leader changes from 4.0.0 broke this when it was set to every other level so you, essentially, have to fire your entire starting cadre of leaders unless you wait for them to get level 4 or over before selecting these tradition perks, and you can only hire leaders that start at either level 1 or X+1 [where X is the number of positive traits they have total including the default 1 positive trait so if your empire has +2 leader starting traits you need to hire leaders that are level 4 or higher in order ] in order to get level up bonuses for the early levels appropriately.

Bump. Still there 4.0.13. I'm getting around it with save editing, reducing the leaders level and upping experience, manually triggers the level up. Might break anything else tied to leader level up, any backend events, but I haven't seen anything. Just a word of warning.

EDIT: Adding context. Running aristocratic elite. Get an extra leader trait, and one extra negative, some of the time. But if they start at, say, level 2, the extra traits eat the level up.

Picture sums it up pretty well. Just count the traits in the recruit able leaders picture.

This issue happens with leaders who start with a negative trait, and thus an additional positive, trait as well.

Noticed with, for example, the Discovery tradition that adds an additional starting level to scientists.
A scientist who, thus, starts at level 2 but rolled a negative trait starts with two positive and one negative trait - and no level ups.

I'm not sure if it's related to the same issue but also, starting with a leader who gets additional level up - specifically the starting admiral when using the Distinguished Admiralty civic, result in an additional level up instead.

This issues are easily observed from playing the game, the latter especially because rolling a new start with Commonwealth of Man shows it immediately.
