Stellaris - Canis Minor v3.7.2 [e793] - Payback Origin - Decaying Healthcare modifier re-added even after repairing Gene Clinics

Please explain your issue is in as much detail as possible.
During a game using the new Payback origin, I received a warning that the Gene Clinic that MSI "provided" for my homeworld had failed. I received the option to either attempt to rebuild it, or to replace it with a monument. I picked the former option, and immediately attempted to Repair the destroyed Gene Clinics. By good fortune, the Clinics were repaired on the first attempt, which granted me the Genetic Healthcare technology and removed the Declining Healthcare modifier. However, I had not yet received said modifier. A short while later, I got an event that did in fact give me the Declining Healthcare modifier, even though I've fixed the Gene Clinics and have the technology to create more!
I've not played further yet (the joys of Ironman!), but I don't think the modifier is likely to go away on its own, so I fear I'm stuck with the penalty for the rest of the run.
Steps to reproduce the issue.
1. Start a new game with the Payback origin.
2. Wait until you get the event warning of your failed Gene Clinics, then select the option that allows you to attempt repairs.
3. Start a repair immediately.
4. Have the repair succeed, first try. This fires an event which grants the Genetic Healthcare technology and "removes" the Declining Healthcare modifier.
5. Since the clinic was fixed so quickly, wait a short while for the Declining Healthcare event to fire anyway.
6. You now have the Declining Healthcare modifier, and cannot re-fire the event to remove it since you now have the Genetic Healthcare technology.
