Synthetic assertion does not allow creating vassals on planets and sectors when you assimilate all races to robot

Please explain your issue is in as much detail as possible.
If you finish the synthetic ascension, you assimilate all species and then create another sector, you go to planets and sectors and you will see that there is no species for the liberation of the sector, or creation of vassals by this means, it does not make sense, since it does not I am a robotic hive mind, I should allow you the game to be a normal empire create the vassal using at least your main assimilated species, it is clearly a bug that bothers when you want to play create vassal with synthetic ascension
