Hovering over the Synthetics tradition tree (for standard biological empires), the tooltip reveals that picking the tradition tree will add +25% leader experience gain as well as +1 leader level cap. If I recall correctly, leader levels were removed with the changes to leaders in 3.8.0.
Steps to reproduce the issue.
1. Pick the Synthetic Evolution ascension perk.
2. Check the tooltip of the Synthetics adoption effect to see if it adds +1 to leader level cap.
