Terraforming, World Cracking, and "Corporate" a planet will not trigger the texture change or animation

Please explain your issue is in as much detail as possible.
When terraforming any planets or cracking worlds, the animation doesn't happen and the texture will not change.
If I reload the save, the texture will be fixed.
Sometimes, the planet screen background will turn black only with the buildings.
Steps to reproduce the issue.
Either one will trigger
1. Terraform a world.
2. Crack a world.
3. Make Corporate world decision for planet.
