UI Breaks - Unable to open any menus [v3.8.2] [947b]

Please explain your issue is in as much detail as possible.
When starting a new game the UI/menu's break. They do not load into the game and you are unable to hit escape to bring up the main menu and have to force close Stellaris.
This does not happen all the time and I am unable to attach a save as when I reload the save the menu appears.
Steps to reproduce the issue.
This happens when starting a new galaxy and tends to only happen if I am selecting a new galaxy quickly after a first.
Ie, didn't like the roll and the starting location.
