Unable to build federation fleet (laws should allow it)

Please explain your issue is in as much detail as possible.
Started game with "lost colony" origin.
Later in game, I found my "parent"-Nation (nation with the same race)
Then I started a federation (hegemony) with that parent-nation.
Because my parent nation is stronger than me, he becomes the president of the hegemony.
I can't buily federation fleet altough the law is set to "everyone".
When I want to build ships for the federation, it says "only president can build fleets"
