Please explain your issue is in as much detail as possible.
As a reward for finishing the unifying promise Agenda my starbase in my capital got upgraded to starhold. It did not do that, instead it deconstructed the starbase (which i cant rebuild) and is now stuck on "you got control over the starport" event message without doing anything.
Steps to reproduce the issue.
1. Start with under one Rule origin
2. Finish agenda
3. Get upgrade starhold reward
