Please explain your issue is in as much detail as possible.
I have the ability to build as many art monuments as I want.

I just purchased all of the art monuments possible from the artisans, then went to spam them on my planets. I discovered I could build as many as I wanted. Probably caused by the game being paused when the monuments were purchased and placed on the planets

Steps to reproduce the issue.
Option 1: Open save file, see an art monument building on every planet

Option 2: Buy a bunch of art monuments while the game is paused, and place them without unpausing. You should be able to build an unlimited number.
