Upgrading Ship Shelter leaves unemployed specialist. Memorialists, Shadow Council civic modifiers not working

Please explain your issue is in as much detail as possible.
1. Memorialists civic
Modifiers are not correctly applied to pops working as Death Chroniclers. (Unity and Research output have Negative modifiers from planet habitability applied correctly while Positive modifiers from high stability / research assistance / empire bonus are not)

2. Shadow Council civic
Modifiers are not correctly applied to ruler pops.
(10% bonus is applied to unity and research output but not trade value or amenities)

3. Upgrading colony ship shelter to planetary administration leaves one specialist unemployed every time.

Steps to reproduce the issue.
Create Empire
• Organic species
• Democratic, oligarchic, or dictatorial authority
• Memorialists civic
• Shadow Council civic
• Everything else compatible with above.

Play Game
• You can check Ruler output as soon as you start.
• Build Sanctuary of Repose
• Have high stability ( i use decent conditions living standard )
• Have less than 100% Habitability ( not home world)
• Assist research with science ship
• Get empire bonuses for unity and research production
• Check Death Chroniclers output
• Repeat Shadow Coucil check with Tecnocracy, Merchant Guilds, Aristocratic Elite, and Exalted Priesthood (Administrators, Science Directors, High Priest, Merchant, Noble)
• Bonus applied for unity and research
• No bonus for amenities or trade value

Upgrade disassembled ship shelter to planetary administration. Shelter has 2 specialist jobs as colonists. Administration has 2 ruler jobs and 1 specialist job. Ruler jobs are filled by workers leaving 1 specialist as enforcer and other unemployed. (Demotion timer makes this especially frustrating) Ruler jobs need to pull from specialists and specialists from workers to prevent this from happening.

Unemployed Specialist after upgrading the Reassembled Ship Shelter is a constant problem in my games. It happens on every colony in every game I start. It is so frustrating. How is this still not adressed?!

But on a side note, maybe you should divide this and your other complaint into different threads, since they have nothing to do with each other.

Thank you for the report!

We are aware of the unemployed pop on Reassembled Ship Shelter upgrade issue, it has already been added to our bug database.

Memorialists and Shadow Council civic modifiers not applying in this scenario is working as designed, as Lidhuin said Trade Value and Amenities are not considered resources, so any ability modifiers that increase the "Resource Generation" do not work on them

Also we would appreciate if next time you could post every issue as a separate topic on the forums, it makes it easier to manage and reply to.
