Please explain your issue is in as much detail as possible.
When I launch the game, loading screen and main menu appears blurry, buttons does not work when I click on them, but only when cursor placed to the right of them. Screenshot does not show cursor, but it is on Accessibility while Sound highlighted. Also, screenshot clearly has wrong resolution. If I Alt+Tab from the game, and than right in to the game - all issues disappear. Only reproduces when Fullscreen selected for Display Mode in Settings menu.

Start the game in Fullscreen mode.
