Please explain your issue is in as much detail as possible.
When applying a species template to a synthetically ascended species migration controls are enabled and cannot be disabled. Even if the default rights for the empire are set to “No Migration Controls”. This prevents a synthetically ascended empire from using the pop transit network unless it forgoes applying trait points to its population.

In the attached screenshots you can see that the initial ascended template has “No Migration Controls” set as expected (initial ascension species.png) even though that is not an option in the IU. (I assume this is inherited from the rights of the original non ascended species.) When a species template is applied the only valid option “Migration Controls Enabled” is automatically selected and cannot be changed (after template.png). The empire default rights do not seem to affect this (default rights.png).

Mods: Flat empire pop growth (https://steamcommunity.com/sharedfiles/filedetails/?id=2459415874) However this occurs with no mods loaded as well.

Steps to reproduce the issue.
1. Set your main species and default species rights to “No Migration Controls”.
2. Synthetically ascend your main species.
3. Apply a species template to your synthetically ascended main species.
