v3.14.159 (6759) Cannot colonize Black Needle Base planet after completing project

Please explain your issue is in as much detail as possible.
I am the pre-built Oviron Lodge doing the Treasure Hunt origin event chain.
I found the planet that has the Hidden Black Needle Base.
I completed the project using 4 armies.
When given the choice of selling the loot xor returning the loot to its owners, I chose to return the loot.

Many years later, I tried to colonize the planet.
But the tooltip says I cannot colonize the planet because it is heavily defended.

My attached screenshot shows the tooltip, and shows that I have the Black Needle Sword specimen in my storage, which proves that I completed the project

Steps to reproduce the issue.
I have not tried to reproduce the issue.
This issue did not happen to me when I played this same empire in the previous patch

When I disable my mods, I still cannot colonize the planet.
I am using UI mods only:

In case you come here through google like I did, and are not playing Ironman, here's how to resolve this bug:

Select the planet
Open the console
type: effect remove_planet_flag = planet_defended_forbid_colonization

This will not remove the Black Needle Base from the planet. So, you'll benefit from the +1 Naval Capacity from jobs the said Planetary Feature provides. I don't know if it's intended for the base to disappear or not, and am too lazy to find the ID for that feature.

The same bug happened to me today while I was playing a custom empire. I have attached the save file

I started a new campaign.
This time I hacked the Hidden Black Needle Base instead of using armies.
If it matters, my scientist died.
Afterwards, I got the event where the Black Needle evacuates the base.
I am still unable to colonize the planet.

The planet name is Clisson.
I am attaching a zip archive that contains 2 save files.
One save is from before the hack project.
The other save is from after the hack project.

Same as everyone else. 2nd time trying a Treasure Hunters and it happened both time; single player, ironman, nomods. Planet is Badsin IIIa.

The bug is relatively easy to fix, but has a much deeper cause. The finished special project gives in general other scopes as documented (and as used in this case). The scopes are as follows:

        # Wrong Docu: scopes are as follow

        # fromfrom = planet
Sometimes projects use the right scopes, sometimes not, so possible other projects are also affected (some versions ago the returning scopes changed on projects).
Personally: I've been modded this game for years, but now it's time for me to give up.
