v3.4.2 [7836] Prescripted empires have blank ruler names - the game seems not to load them from localisation files

Please explain your issue is in as much detail as possible.
Mousing over rulers for prescripted empires shows a blank name. In the past, the ruler's scripted name would be shown in yellow/orange.
Editing a prescripted empire results in a blank
Steps to reproduce the issue.
1. Start the game
2. Proceed to the "New Game" screen
3. Select one of the game's prescripted empires by clicking on it
4. Mouse over the ruler's portrait
5. Observe that the space where the name should be is blank
6. Click the "Edit" button
7. Select the "Ruler" tab
8. Observe that the "Name" field is empty
Viewing the prescripted empire definition will show that the ruler's name is defined by a localisation key such as "PRESCRIPTED_ruler_name_tzynn" - which does exist (I verified for English) but is not read properly by the game.
