Please explain your issue is in as much detail as possible.
The bug happens during a war between two alliances. The first AI can send its fleet to follow an allied fleet of the second AI, while the second AI has sent the same fleet to follow the first. As a result, both fleets can stand still for a very long time (until they are destroyed)

Steps to reproduce the issue.
Used a mod https://steamcommunity.com/sharedfiles/filedetails/?id=3366297519
Starting a new game and switching to observer mode.
When launching with the mod: top right corner of the map is where this bug most often happens, somewhere after 10-20 game years for sure. It also happens in other places, the most important is that there should be 3 or more AI's in a war on the same side.
