"Planetary warden" from the "Penal colony" planetary designation can't fill up.
I have reviewed the code and found that the issue come from the planetary desgination using the fake job named "warden" used for leader background instead of the real one. This issue is caused by the real and fake jobs having the exact same name.
Planetary designation use "Warden" [job_warden_per_pop = 0.04]
This problem is easily solved by changing the actual warden job name (suggestion : planetary_warden)
Steps to reproduce the issue.
enact "Penal colony" on any planet, watch it not work.
