Please explain your issue is in as much detail as possible.
Upon launching Stellaris, the visuals of the main menu do not update properly. They remain frozen on whatever the current display is. The only way to force the visuals to update is to alt-tab out of Stellaris, then alt-tab back in. I am able to see and move the mouse cursor around as normal.

For example, in the landing screen for the main menu, clicking on the "new game" button does not appear to take me to the empire selection screen. The visuals that display are still the main menu screen with the "new game", "multiplayer", "load game", etc options. However, when I click on the new game button, the audio sound for the button press plays properly, and afterwards if I click in the left of the screen where the pre-generated empire list would be, I hear the audio cues as though I were in the empire select screen choosing an empire. The only way to update what I see to properly display the empire select screen is to alt-tab out then alt-tab back in. At which point the display will be frozen and not update when I click on things until the next time I alt-tab out and back in.

As far as I can tell, the game menu is working properly in the sense that I can click and navigate through them as normal, except that what it is displaying to me is not updating properly, which makes it very tedious to navigate through the menu by alt-tabbing every time I click to see what is going on.

Closing the game and restarting it does not fix the problem. There are no active mods.

As I am writing this bug report, I just started up a game to test whether this problem was menu only. That is not the case. The visuals displayed to the player are frozen in game too, and will not update until I alt-tab out of and back into the game. That makes the game unplayable in that state (for me and I presume everyone else).

A final test I just did. Switching the display mode setting from "Fullscreen" to "Borderless Window (Fullscreen)" DID seem to fix the problem (after restarting the game) and allow the visuals to update as normal. I then swapped back to "Fullscreen" mode and restarted the game again, and the problem did NOT come back.

So... I am very confused, but things seem to be working properly for me now. Hopefully they will stay that way.

It's not that the buttons don't work, it's that the click areas are different from where they appear to be. It seems like the game changes the resolution to a smaller one, but thinks it's still using the larger one. For me this happens when using the -dx11 switch but not otherwise.

Thanks for the report. This is a known issue we're looking to rectify. Gladly, there is the workaround that you've already discovered.

The font and UI are indeed significantly less blurry without VSync. But I still can't change the resolution. The game insists on 2715x1697 instead of my 1920x1200. No way to change that. Tried the launcher, within the game, editing the settings.txt and GForce Experience. All set to my resolution, but the game starts with DSR.
