When looking at federation my leader animation is broken [3.8.2] [947b]

Please explain your issue is in as much detail as possible.
My leader is using the Necroid 5 portrait and only while looking at him in the federation level tab does his animation break. he appears to be looping the first 2 frames of his animation which makes him look like he is vibrating. Everywhere else his animation appears to be fine.
