When scrolling the outliner, a half-filled bar is drawn over pre-FTL Observation post entries. 3.3.2 (87f3)

Please explain your issue is in as much detail as possible.
As per title; when scrolling the outliner, a half-filled progress bar is momentarily drawn over the Observation entries.

It's the progress bar that is ordinarily used to display enlightenment progress, but no enlightenment project is in progress. (nor has there ever been one).

When the scroll action finishes, the bar is no-longer visible.

Steps to reproduce the issue.
- Have an outliner that is large enough to need to scroll. (btw, yuk; needing to scroll the outliner is indicative of a bad design!)
- Build an observation post over a pre-ftl civ.
- scroll the outliner.

Hello, thank you for the report. I will do some work with the outliner in the future and I'll put this on my list for that work.
Please provide a save game to make the process easier to test :)
 
Added a save to the OP.
A little later than when the screenshot was taken; there are now 3 pre-FTL's - all showing the same erroneous 50% filled progress bar when scrolling.

btw scrolling with the mouse wheel, or with the scrollbar, both exhibit the same issue.

Can't promise I have time to look into this for the next patch, but when I get to the rest of the outliner work, this feels like an "easy" fix (although saying that, I probably jinxed it :p)

If you're going to do some work on the outliner, might i suggest grabbing the Tiny Outliner mod and starting from there? Also, having some additional settings and filters would be super nice. Maybe a free jobs counter that is configurable so you can select the jobs or categories that show up in the count. I hate having to go through my list of 30 colonies every couple of months to make sure i've got plenty of jobs waiting for workers. Having a free housing count would also be beneficial. Maybe a color coding of colony name based on current stability would be cool. The list is probably endless but the amount of real estate required to even show one colony is highest value.
 
I'm a programmer so I'll leave the design work to the actual UX designers.
I've seen this suggestion before as well and it's important to remember that vanilla needs to cater to the wider audience while mods may be as specific as they want as they are opt-in.
