Stellaris won't launch via Paradox Launcher/Steam. I've tried all the suggestions mentioned in other similar posts. I can launch the game via the stellaris.exe but then it doesn't recognize any DLC or mods. I've removed mods, done a full "clean re-install", updated drivers...everything with no luck...just the red triangle of doom (Game Failed to Launch). My PC is a brand new build running Windows 11 with a 3070Ti. Please Help & Thank You in advance :)

This is what your error message says:
[01:42:52][pdx_ugc.cpp:52]: No UGC backend available for current platform.
UGC means user generated content. Try to look into your antivirus programm maybe it blocked some game files. In my case Avast blocked the whole stellaris folder.
I put the folder as a exeption and then the game/launcher worked again

Hope this helps you

Thank you for the suggestion. Unfortunately even after adding the folder to exceptions on avast I'm still getting the red triangle of doom :/

That is usually an antivirus app getting in the way. You need to make sure all these apps are in its exceptions lists:

stellaris.exe and dowser.exe (in the Steam Stellaris folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10.1/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that does not help, also set all those .exe files (EXCEPT stellaris.exe!) to run as the Windows Admin user.

I ended up having to run as admin to get it to run properly. Thank you I can finally play again :)
