Still blue ocean UI after cleaning up all Cities Skylines 2 files and reinstalling it aka Central direction missing

Steps to reproduce​

Since a couple of days i try to solve the problem of the Blue Ocean backscreen. I began to follow the advised steps and i had 2 "Error accured doing creating" which i was able to fix.

Expected Result​

I wanted to let the game run smoothly.

Actual Result​

But instead a "Central Direction missing" problem of a certain 'Saint Michigan.cok' appeared

After cleaining everything no mods are installed

From that SS you have a corrupted save game in the Steam cloud. If you put Steam in offline mode can you then start and play the game okay?

If that helps, as I'd expect, go to:
.../Steam/userdata/{yourSteamID#}/949230/remote/ and move that filename out, or delete it. If you don't see that I think if you just move all those files somewhere and test.
